Maureen was born and raised in Philadelphia, PA. In 1976, Maureen served as one of the first 100 women hired to work Street Patrol by the Philadelphia Police Department. The Department of Justice (DOJ) sued Mayor Frank Rizzo because he refused to hire women to work Street Patrol. An ultimatum was given to the mayor to hire 100 women and 100 men to work under a DOJ supervised two-year pilot program or lose Federal Funding. The pilot program stretched into three years. The study concluded that some people are good at Policing, some people are not. Gender was not the deciding factor for fitness to be a Police Officer. In fact, they found that women brought qualities that were an excellent fit for community policing.
This experience working under a DOJ study in the 25th Police District in North Philadelphia – one of the toughest districts in the city – ignited Maureen’s passion for public service. For forty-five years Maureen proudly served in public/private law enforcement agencies.
Maureen went on to serve the Philadelphia Police Department for eighteen years and rose to the rank of Lieutenant prior to leaving the department in 1994 for an exciting opportunity at the University of Pennsylvania. At Penn’s Division of Public Safety, Maureen served as the Director of Victim Support, Chief of the Penn Police and Vice President of Public Safety over her twenty sever year career there. Along the way in 2006 Maureen founded The Rush Group, LLC, a Safety and Security consulting practice. In 2022 Maureen was retained by the Philadelphia 76ers as a Security Advisor for their new Arena Project.
